Delhi Mandates Midday Rest & Annual Health Check-Ups for Workers

The Delhi government, led by Chief Minister Rekha Gupta, has unveiled a major welfare initiative aimed at improving worker well-being. As part of its labour day agenda, the government has issued directives mandating:

  • Mandatory rest hours from 12 PM to 3 PM during extreme daytime heat
  • Free annual health check-ups for workers and their dependents

The midday rest mandate will be enforced through official notification, ensuring relief during peak heat. Meanwhile, free medical screenings aim to detect and prevent occupational health issues. The plan complements existing worker welfare efforts like Ayushman Bharat health coverage, subsidised meals, childcare facilities, and water kiosks near work sites.

Labour department officials estimate that over 1.3 million registered workers, particularly in construction and gig sectors, will benefit from these measures. However, worker representatives have urged the government to actively monitor compliance, fearing that contractors might sidestep the midday rest mandate or compensate with extended hours.

These steps are part of a wider initiative that also includes the formation of sector-specific welfare boards, enhanced minimum wages (effective April 2025), and expansion of existing social security programs. During this initiative, over 3,000 water coolers were installed at work locations to safeguard migrant and outdoor workers.
